County Senior Accounting Specialist Troy Hall Receives Chief Procurement Officer Certificate

Curry County Senior Accounting Specialist Troy Hall received his Chief Procurement Officer certificate.

Hall, who has worked at Curry County since January 2016, began as a student intern in the County Finance Department while attending Eastern New Mexico University (ENMU). Following his graduation from ENMU with his Bachelors in Business Administration and a minor in Accounting, he was hired as a Senior Accounting Specialist.

During the month of September, Hall participated in a series of courses held by The NM EDGE (Education Designed to Generate Excellence in the Public Sector) that educated him on New Mexico Purchasing and Procurement, the New Mexico Procurement Process, Acquisition Methods, A Contract Administration, B Contract Administration, and a Specification Writing Workshop. Following the course work he was given a cumulative examination, which he passed, and at that time was awarded the title of Chief Procurement Officer by the State of New Mexico.

As a Chief Procurement Officer, Hall’s duties, responsibilities, and obligations include making determinations regarding exemptions, pursuant to the Procurement Code; issuing purchase orders and authorizing small purchases pursuant to the Procurement Code; and approving the procurement pursuant to the Procurement Code.

Chief Procurement Officers play an important role in County business as they are responsible for ensuring all purchases made are in accordance to the procurement code, provide fair and equitable treatment of all persons involved in the procurement process, maximize the purchasing value of public funds and provide safeguards for maintaining a procurement system of quality and integrity.

In addition to Hall, Curry County’s Finance Director, Carol Pipes, also holds the certification of Chief Procurement Officer.

County Manager Lance Pyle stated “The County is very fortunate to have Mr. Hall and we congratulate him on this accomplishment.” Pyle added that Curry County is very fortunate and benefits from having two (2) Certified Chief Procurement Officers.

Information Submittal for Water Issues

In conjunction with Voices of New Mexico, the Board of Curry County Commissioners has requested that rural residents with issues regarding available water submit their information so that they can be taken into account as solutions and alternatives are discussed.

New traffic pattern at US 60/84 and Curry Road N in Curry County

Due to a new traffic pattern at the intersection of US 60/84 and Curry Road N, the New Mexico Department of Transportation will install a left turn deceleration lane for eastbound traffic on US 60/84 in Curry County.

The change is in response to Curry County paving Curry Road N and County Road 11. Drivers need to watch for construction personnel in the area. The project will take approximately a month to complete, weather permitting.

New standard intersection warning signs were installed this past summer to alert drivers in the area of the traffic pattern change.

Chip Seal Operations in Curry County

The New Mexico Department of Transportation (NMDOT) District Two will chip seal pavement on NM 245 near Clovis in Curry County.

Drivers may encounter flaggers where work is being performed, as well as brief, intermittent lane closures. Additional routes scheduled for chip seal work include NM 311 and NM 88.

Chip seal is a surface treatment on the pavement in an effort to preserve the life of the pavement surface by sealing out moisture, which can cause damage to pavement.

Public Meeting for the Curry County Comprehensive Plan Update

TIME: 5:15 pm to 7:00 pm

Curry County residents are invited to express their opinions about Curry County’s future at the first public meeting for the update to the Curry County Comprehensive Plan on Tuesday evening, August 25th, 2015 at 5:15 pm.

A comprehensive plan is an official public document adopted by the County to guide future public decisions. The plan helps the County invest its money wisely in public infrastructure such as roads, water resources, parks and other County facilities. The plan further helps the County address housing and economic development needs by focusing resources where they make the most difference. The plan will update information about existing conditions, the community’s vision for the County’s future, and steps the County will take to achieve the vision

The public meeting on Tuesday evening, August 25th, will be held from 5:15 PM to 7:00 pm at Clovis Carver Library North Annex. A second public meeting will be held in October to review the draft plan.

All residents of the County and interested parties are encouraged to attend and provide input and opinions at the meetings. It is vital for the public to participate in these meetings so that the final plan accurately represents the community’s vision for the future.
